Before submitting your resource or service, please complete the Quality Standards Framework (QSF) Self-Assessment.
This step is required for your resource or service to be considered for inclusion on Active Central. It helps ensure your work is clear, inclusive, curriculum-aligned and ready to make an impact.
Approval is dependent upon meeting all of the Quality Standards detailed in the QSF.
If you feel that you are not meeting one of the standards, we recommend that you make the relevant amendments prior to submission.
What is the QSF?
The Active Education Australia Quality Standards Framework (QSF) provides a thorough and clear structure for assessing the quality, application and impact of resources and services.
It establishes consistent standards that guide development, review, and continuous improvement to ensure high-value, client-centred outcomes.

How to Complete the Self-Assessment
For each standard, provide a rating:
- Developing – Needs improvement or does not meet expectations.
- Meeting – Meets standard requirements and is effective.
- Exceeding – Demonstrates high-quality, best-practice standards.
Add brief comments or notes to support your rating.
If a standard is not yet met, we encourage you to make updates before submitting your resource or service. This helps streamline the review process and improves your chance of approval.

Active Education Australia – Quality Standards Framework
Assessment & Approval Outcome
The following table outlines the assessment outcomes for individual resource and service applications. Approval is dependent upon meeting all of the Quality Standards detailed in the QSF. The assessment and approval processes are administered by the Active Education Australia Quality Assurance Team (Powered by ACHPER Victoria).
| Approved | The resource or service application is “meeting” all 15 of the quality standards and is approved for a two (2) year period. Approved offerings are recognised for their quality and alignment with the Active Education Australia Quality Standards. |
| Provisional | The application is not “meeting” 1-4 of the quality standards and is approved on a provisional basis. Specific improvements are required to achieve full approval and must be addressed within six (6) months. |
| Not Approved | The application is not “meeting” 5 or more of the quality standards and is not approved. Feedback will be provided to support re-submission. Significant revisions are required before the application can be reconsidered. |
Active Education Australia reserves the right to take additional evidence and information into account in its decision-making process.
Ratings
At the completion of the assessment, each provider will receive a rating for every individual standard within the QSF, along with an overall approval outcome.
These ratings Developing, Meeting and Exceeding provide clear guidance on current performance and highlight opportunities for continuous improvement.
Appeals Process
If your resource or service receives a Provisional Approval or Not Approved outcome under the Quality Standards Framework (QSF), you may request an appeal.
The appeals process ensures transparency, fairness and accountability in all assessment decisions.
Who Can Appeal
Any applicant whose submission has been assessed under the QSF and did not receive full approval.
Grounds for Appeal
Appeals may be submitted if you believe that:
- The QSF assessment process was not followed correctly
- Relevant evidence was not fully considered
- There was bias or lack of objectivity in the assessment
- Other reasonable grounds apply
Appeals Fee
A conditional processing fee may apply depending on the nature and complexity of the appeal. You will be notified before the review begins and may choose to withdraw the appeal at that stage.
Confidentiality
All appeals are handled confidentially in accordance with Active Education Australia’s data management and privacy policies.
